Activity 6: Goals of the Congress of Vienna

In order to maintain a balance of power no one government could have too little or too much land or power. If they had too little, several more powerful countries could conquer it quickly, resulting in war. If one country had too much power, that country might also attempt to conquer the weaker governments. Again, the result would be war.

The second goal was to make sure the monarchs of Europe remained in power. There could be no new revolutions to threaten the power of the monarchs. The traditional order had to be maintained.
