After World War I, treaties were signed to prevent wars and there was hope that the League of Nations would stop war. These, other diplomatic efforts, and the policy of appeasement were ineffective in stopping the aggressive actions of Germany, Italy, and Japan. The result was the outbreak of World War II in Europe. The Allies faced difficulty in the early years of the war while the Axis Powers, led by Hitler and Mussolini, were more successful in their quest for empire.
